Article 11 – William A. Rice Recreation Complex Improvements

Residents will be asked to consider Article 11, which proposes funding for major improvements and renovations at the William A. Rice Recreation Complex on Emerald Street.
WHAT ARTICLE 11 PROPOSES
Article 11 asks voters to approve the following appropriations:
- $2,475,000 transferred from Free Cash
- $500,000 transferred from Overlay Surplus
These funds would be used to construct new athletic fields, parking, infrastructure, and site improvements at the Rice Recreation Complex.
Both the Recreation Commission and the Finance Committee recommend approval of Article 11.
WHY THESE IMPROVEMENTS ARE NEEDED
Impact of the Roderick Elementary School Replacement Project
To build the new Roderick Elementary School, the Town must use land currently occupied by the Sweatt Recreation Complex athletic fields. This includes lighted fields that support:
- Youth sports programs
- Adult recreation leagues
- Regional tournaments
- Rental income that offsets Recreation Department operating costs
Once construction begins, these Sweatt fields will be unavailable, creating an immediate shortage of playable field space and a loss of revenue.
A READY SOLUTION AT THE RICE COMPLEX
The William A. Rice Recreation Complex has long been identified as the Town’s best location for future field expansion. A 2002 Site Investigation and Master Plan recommended developing the remaining acreage to meet growing community needs. Town Meeting previously funded design and engineering, and the Town now has a fully designed, shovel-ready project prepared to move into construction.
WHAT THE PROJECT INCLUDES
New Athletic Fields
- Two (2) Little League baseball/softball fields
- Three (3) multipurpose fields suitable for:
- Soccer
- Lacrosse
- Rugby
- Field hockey
- Flag football
Infrastructure & Site Improvements
- New 120-car parking lot
- New roadway with emergency access to Dedham Street/Route 1A
- Lighting on new fields (as budget allows) to:
- Extend playing hours
- Maximize seasonal use
- Increase rental opportunities
- Future-Ready Utilities
- Design for an additional septic system to support long-term growth and expanded capacity at the complex.
WHAT THE RICE COMPLEX ALREADY OFFERS
The Rice Complex is an 80-acre community destination featuring:
- Baseball and softball fields
- Multipurpose fields
- Bocce courts
- Sand volleyball
- Walking and jogging trails
- Playground
- Picnic and patio areas
Expanding at this site builds on existing strengths and creates a centralized, modern recreation hub for Wrentham.
FINANCIAL CONSIDERATIONS
Loss of Revenue Without Replacement Fields
Wrentham Recreation generates income from:
- Youth sports organizations
- Adult leagues
- Regional tournaments
- Field rentals
Without sufficient field space, these programs and the revenue they generate cannot continue at current levels.
THE COST OF WAITING
Construction costs rise each year. Advancing the Rice Complex project now, in coordination with the Roderick School project, is the most cost-effective way to:
- Replace lost field capacity
- Protect recreation revenue
- Support long-term community needs
