Wrentham Recreation Rice Complex Pavilion Project Advances to November Town Meeting for CPA Funding Vote
The Wrentham Recreation Commission has submitted a request for $208,642 in Community Preservation Act (CPA) funding to support Phase II of the multi-use pavilion at the Rice Complex. On September 24, 2025, the Community Preservation Committee (CPC) unanimously voted to advance this project to the November Town Meeting. Wrentham Recreation is asking residents to support this warrant, which aims to provide a sheltered and accessible venue for community events and programming.
A Multi-Phase Project
The Pavilion Project aims to create a functional and aesthetically pleasing community gathering spot at the Rice Complex. Phase I is already complete, thanks to a $90,000 Massachusetts Municipal ADA Improvement grant. This initial phase laid the groundwork by installing a 50' x 100' ADA-compliant concrete pad and walkway. Phase II, the current focus, involves constructing a 40' x 80' post and beam timber frame pavilion. It will feature a permanent roof for weather protection. Phase III will consist of lighting, electrical work, and landscaping.
Financial Details
The Wrentham Recreation Commission is committed to securing funding in a fiscally responsible manner. The total cost for Phase II is $208,642, with the full amount requested from CPA funds. However, the recreation department has also applied for a FY2026 PARC reimbursement grant. If approved, this grant could reimburse the town for up to 58% of the project's cost of $121,012, bringing the town's net expenditure down to an estimated $87,630.
Expanded Community Benefits
The addition of a permanent pavilion offers wide-ranging benefits for residents:
- All-Weather Space: The pavilion will provide a year-round, covered space, expanding the usability of the Rice Complex regardless of the weather.
- Expanded Programs: The Recreation Department will be able to offer new programming, such as fitness classes, workshops, and story hours, in a protected outdoor setting.
- Enhanced Accessibility: Building upon the ADA-compliant foundation from Phase I, the pavilion will ensure the space is fully accessible to everyone, promoting inclusivity.
- Community Gathering Hub: The structure will serve as a central location for town events, meetings, and celebrations, helping to foster a stronger sense of community.
- Enhanced Aesthetics: The permanent, timber frame structure will beautify and upgrade the overall grounds of the Rice Complex.
- Maximizing Existing Investment: The pavilion will enhance the existing 80-acre multi-use complex, which already includes fields, courts, and trails, by providing a central hub and sheltered area for participants and spectators.
